There is an ordinance in our village that prohibits stray dogs. Owners are penalized if their dogs are caught. But that ordinance was not being fully implemented because the community officials say the owners of the dogs are angry and have been quarreling with them. But lately, it seems that there are no more stray dogs that I usually see. I wonder why. And then I learned of the news that there are dog thieves who catch stray dogs and butcher them for food, especially for drinking session. Now, that is one good deterrent for letting loose the dogs in the streets.
