I am glad you posted this topic. It is important to be aware of animal cruelty in all forms. Usually, I just here about dog fights, but cruelty takes place in many forms. Another main point that I want to make is this: Obviously, neighbors must have known that this dog was being neglected, otherwise, how would they have noticed that the dog looked dead. Without even reading the link, I know that if a dog looks frozen he doesn't look alive. I guess, some people want to mind their own business. But animals cannot speak our language and they need humans to help them when they are hurt and/or neglected.
