I believe just the opposite. Cats who are brought into pet superstores for adoption events HAVE to be fully tested for Feline Leukemia and the Feline Aids Virus. They are also required to have a fecal exam and will always be up to date on all vaccines. The superstores will not allow the cats to come into the store without proper testing and vaccinations.
The safest way to adopt a healthy cat via an owner is to insist on verifying not just vaccinations but proof of the above mentioned testing. Do not accept the paper form of vaccinations. These can always be doctored. Speak to the veterinary clinic personally ensure that you are getting the true history of the cat to be adopted.
