Hello Howard, welcome to the forum! 
Which species are you talking about? The only Blue Heeler I know is a dog breed.
Then you talked about temperature, lighting, filtration, etc. to make it sound like a fish or reptile. 
Showing a photo of what you are talking about would be helpful.
