I'm sorry that you haven't had good experiences with taking in stray animals.
I can only speak for myself, and my experience was that most of the cats I've had were mostly healthy and were able to adapt to being housecats.
Like anything in life, taking on a new pet has risks. If the OP feels like she wants to take a gamble on Tubby, it could possibly have a great ending for her. I'm choosing to think positively and I hope she keeps us updated on Tubby.
