You can put treats in a Kong. Some people mash them and freeze them in the Kong. Then the dog can occupy themselves trying to lick it out. It seems quite messy to me.
My dog's favorite Kong is the Goodie Ship. Though, hers is a bit thicker than the ones I've seen online. I can stick a soft treat in it and she will work for several minutes trying to lick it out. I call it a puppy pacifier.
