Like most of you, I totally agree that there should be no reason why you cannot take photos of the pets on sale. This just doesn't make sense; if I were a store owner, I'd be happy to allow customers to take photos, it would be a form of free advertising and publicity for my business.
The only explanation I could think of, (besides the store owner being extremely short-sighted) is that the owner might be having animals whose sale is either illegal or restricted by law. He might not want to publicize the fact that he has species of illegal coral or fish in his saltwater aquariums, for example. This is just conjecture, so you never know what the true explanation might be short of asking him to tell it as it is.

Back in the UK I had my own pet store for nearly 20 years before selling up and moving here. Although I sold a full range pet foods,medications, and equipement, I specialised in aquatics. Freshwater tropical,coldwater and marine fish.
Customers would often ask if they could photograph tanks or specific pond fish,especially koi. Many wanted pictures of one of the display showtanks dotted around the fish room. I never had a problem with it, it was good customer relations and more often than not the photo was used when they tried to emmulate one of the tanks at home. I considered that to be a big compliment.

For as long as they don't use a flash and they don't take the animals out of their cages, they can take as many pictures as they want. I will not allow them to use a flash because it might stress the animals. Aside from this, nobody knows what the effect of a flash will be on their eyes. For the same reason, I will also not allow them to take the animals out of their cages for pictures. Aside from the stress that this may cause, I also would not want to get into trouble just in case the animal bites or scratches them. I will only allow the pets to be taken out of their cages when the customers have shown genuine interest in them. This privilege will be limited to certain pets only.
