Those are most likely the Savannah. They are a cross of a serval and domestic cats. They like water, very active, and people do walk them. There are people producing them in different combinations, so they are 50% serval (f1's), or then breed that back with a DSH so it's 25% serval, etc...
Ah, "F1". That term sounds familiar when I learned about Savannah cat. It must be them. Thanks for reminding me.
