I second the motion. Most homeless people I've seen taking care of dogs have relatively healthier dogs than the one living in average to poor living conditions. At least the dogs get to be with their person. This is a lot better than seeing dogs being chained or caged in beautiful homes.
This said, I agree with your comment 100%. I firmly believe that people who are unable to take care of dogs or show a decency of compassion and responsibility to their animal charges should not have pets.
