Yes, I have seen homeless people with dogs. There was one man who was not quite right in the head. He scavenged for food in the trash cans along the roadside. There was a dog with him. The dog didn't seem to mind that the man was not quite right in the head.
No, I don't grudge homeless people having dogs. After the dogs they have are just as homeless as the people. I like to think that they keep each other company and make life seem less miserable.
